Do I need a full tear-off to fix a leaking flat roof?

Usually not. Most flat-roof leaks trace to a seam, a flashing detail, a penetration, or a ponding spot, and those are repairs, sometimes paired with a reflective recoat that extends the membrane's life. Tear-off makes sense when the membrane is saturated or failing broadly, and that's a call we make from moisture evidence and photos, which you see too.
